Circle Internet Group, Inc. recently announced it has secured final approval from the U.S. Office of the Comptroller of the Currency (OCC) to establish a national trust bank. This new entity, named First National Digital Currency Bank, N.A., will operate under the designation Circle National Trust, marking a pivotal moment for the stablecoin issuer and the broader digital asset landscape.
The OCC's approval signifies a major U.S. regulatory milestone, placing Circle National Trust under direct federal oversight. This federal supervision is expected to bolster the infrastructure supporting USDC, the world's second-largest stablecoin by market capitalization, currently valued at approximately $73.3 billion. Initially, Circle National Trust will focus on providing fiduciary digital asset custody services exclusively for Circle and its affiliates.
This strategic move aligns digital asset infrastructure with the stringent fiduciary standards traditionally applied to national trust banks, aiming to enhance the safety, soundness, and transparency of operations within the digital currency ecosystem. The approval also paves the way for future capabilities, including the potential management of the USDC Reserve, which would bring these critical operations under federal regulatory oversight. Such a development would further solidify the trust and stability associated with USDC.
Jeremy Allaire, Co-Founder, Chairman, and CEO of Circle, emphasized the significance of this approval, stating that it represents a defining step in integrating blockchain technology and digital assets into the core of the U.S. financial system. He highlighted that federal oversight of the trust bank establishes a new benchmark for transparency, governance, and scalability for Circle's infrastructure, fostering a new era of adoption where leading financial institutions can confidently build upon public blockchains.
The journey to this final approval began with Circle submitting its application to the OCC on June 30, 2025. Following this, the company received conditional approval in December 2025, demonstrating its long-standing commitment to engaging with regulatory bodies. This latest authorization builds upon Circle's history of regulatory compliance, including being the first company to receive a BitLicense from the New York Department of Financial Services in 2015 and the first global stablecoin issuer to comply with the European Union's Markets in Crypto-Assets (MiCA) framework in 2024.
While the initial focus of Circle National Trust will be on internal custody services, its approved business plan allows for potential expansion to offer digital asset custody services to a limited number of institutional clients, such as banks and other financial institutions, depending on market demand. This strategic expansion could further integrate digital assets into traditional finance, providing regulated pathways for institutional participation. The establishment of Circle National Trust underscores the growing recognition of stablecoins and digital assets within the established financial regulatory framework, promising enhanced security and regulatory clarity for participants.
